State administration and control of the federal PAs is exercised by the RF Government and the federal executive authorities responsible for nature protection (the federal law of March 14, 1995 no. 33-FZ "On protected areas", with amendments). State administration and control of the state natural sanctuaries, natural monuments, dendrological parks, botanical gardens and regional health resorts is exercised by the authorities of the RF constituents and federal executive authorities responsible for nature protection. The main state authority responsible for PAs administration is the Russia's Federal Service for Supervising Natural Resources (Rosprirodnadzor). The PAs of the Leningrad Region are the responsibility of Rosprirodnadzor's territorial organs: its Department in the North-western federal district and its Leningrad Region division. The regional PAs are administrated by the Committee for Natural Resources and Environment Protection of the Leningrad Region. The Committee may delegate the PAs management to special responsible institutions, always retaining control over them. Until 2002, most of the regional PAS were operated by the committee's subordinate structures: state institutions "Vepsskii Forest" and "Rakovye Lakes". In 2007, they were merged into the Leningrad Region state institution "Administration of Natural Complexes and Objects of the Leningrad Region", financed from the regional budget.
